The Town Council of the Town of Fowler met in the Town Hall, Fowler, Indiana, on the 7th day of January 2008 at the hour of 6:00 P.M., for a regular meeting pursuant to call in accordance with the rules of the Council. The meeting was called to order by Clerk Treasurer, Kathy Schwartz, who presided. On call of the roll the members of the Council were shown to be present or absent as follows: PRESENT: Linda Brouillette, John Berry, Carole Hoff, Gerald Parker & Thomas Sarault ABSENT: NONE The clerk treasurer opened the meeting with the swearing in of the newly elected council members. The council president nomination followed with a majority council vote electing Gerry Parker. The new president officially began the meeting. Tom Sarault motioned to accept the minutes as reviewed and John Berry seconded the motion. The motion passed. The extensive agenda began with the meeting times. Tom Sarault motioned to have the meetings at 4:30 pm. There was no second. John Berry motioned to have the meetings at 6:00 pm and Linda Brouillette seconded the motion. The motion passed. Tom Sarault motioned to appoint Dennis Rice, the new police chief. John Berry seconded the motion. The motion passed. Chief Rice proceeded to take his oath of office. The following liaison positions were appointed by the president: Park and Street John Berry Water & Fire Linda Brouillette Sewer Carole Hoff Police Tom Sarault Clerk & Bldg Commissioner Gerry Parker Pat Ryan, town attorney, was present and relinquished his position. Tom Sarault motioned to table the appointment and keep Mr. Ryan in the interim. The motion was not seconded. Linda Brouillette motioned to appoint Jud Barce. Carole Hoff seconded the motion. The motion passed with one no vote. John Berry motioned to accept Bill Burton's position as Fire Chief. Tom Sarault seconded the motion. The motion passed. Carole Hoff volunteered to be the representative to K-IRPC. Carole motioned to nominate herself and Linda Brouillette seconded the motion. The motion passed. Tom Sarault motioned to appoint Linda Brouillette representative to the Northwest Solid Waste District. John Berry seconded the motion. The motion passed. Tom Sarault motioned to appoint Dave Eberhardt to the Alcoholic Beverage Commission. John Berry seconded the motion. The motion passed. The council complimented the town employees and fire department for everything that was done during the recent power outage. Fire Chief Burton stated that if there is a power outage and the citizens need to move to a shelter, call the sheriff's department. They will be able to direct them. Carole Hoff motioned to accept Resolution 2008-1, a resolution that sets the date and time of the council meetings, sets the legal advertising newspaper, gives the clerk treasurer the power to invest monies, establishes a promotional line item, and gives the clerk treasurer permission to pay specific payments outside of the normal claim payment. John Berry seconded the motion. The motion passed. Tom Sarault motioned to accept Resolution 2008-2, a resolution that sets town VISA charge account and the names of which can use the account. Linda Brouillette seconded the motion. The motion passed. A motion to pay all claims by Tom Sarault and second by John Berry was approved. An order was presented requiring action relative to unsafe premises. Town Attorney, Jud Barce, will contact the building commissioner and proceed with this order. Tom Sarault stated that of the total 2007 building permits granted for Benton County (89), Fowler had 29 of them. He motioned that the town change the contract with the county for the building commissioner's pay from $2,000 per year to $3,000 per year effective for the 2008 year. John Berry seconded the motion. The motion passed. There being no further business presented to the meeting, on motion duly made, seconded and unanimously carried, the meeting thereupon adjourned.
