The Town Council of the Town of Fowler met in the Town Hall, Fowler, Indiana, on the 18th day of June 2007 at the hour of 4:15 P.M., for two public hearings and a regular meeting pursuant to call in accordance with the rules of the Council. The meeting was called to order by Steve Rettig, who presided. On call of the roll the members of the Council were shown to be present or absent as follows:

PRESENT: Patrick Claire, Nicholas Finley, Gerald Parker, Thomas Sarault

and Stephen Rettig along with Town Attorney, Patrick Ryan

ABSENT: NONE

 

PUBLIC HEARING – Dennis Atkinson – 4:15 pm in reference to two buildings (406 N Washington Avenue and 102 W 1st Street)

Mr. Atkinson failed to attend. Pat Ryan will contact Mr. Calendar to investigate ownership.

 

PUBLIC HEARING – Diane Yates – 4:20 pm in reference to a home at 1011 E 3rd Street. Ms. Yates failed to attend. Pat Ryan will follow up on the title as it is currently in bankruptcy.

            Pat Claire motioned to accept the minutes as reviewed and Tom Sarault seconded the motion. The motion passed.

            Nick Finley motioned to accept the Milestone bid as stated in the June 4th meeting. Tom Sarault seconded the motion. The motion passed. The estimates will be presented at a future meeting for the total cost of roads needing to be paved.

            Nick Finley motioned to pay Dwenger Excavating Contractors, Inc $22,690.00 for the emergency demolishing of the building at 103 E 5th Street. Gerry Parker seconded the motion. The cost will be taken from the CCI Fund.

            Jeff Copas, Certified Sewer Operator, was present to request funding of the new testing required by the state for e coli. A quicker test and less expensive bid of $4,469 from IDEXX was received. (Another bid was $3,500 more to include an autoclave.) The testing is mandated to start September 1st. Gerry Parker motioned to accept the IDEXX bid and Nick Finley seconded the motion. The motion passed.

            The EQ basin needs to be cleaned. A project to install a bar screen in a structure for the 12th Street lift station inflow was presented. This will eliminate some of the trash that causes plugged pumps and aerators. The council was in agreement to pursue these projects and get hard estimates at the next meeting.

            A bill for $20 to pick up glass from a broken window was denied by the council. The council was in agreement that the town should have been contacted to do this.

            Pat Claire motioned for Key Engineering Group to draw up the plans for the next phase of the streetscape on Grant Avenue. Gerry Parker seconded the motion. The motion passed.

            Pat Claire motioned to have Leo Electric move the telephone lines at the back of the town hall for $420.00 Tom Sarault seconded the motion. The motion passed. Another bid to condense the heating lines is yet to be received.

            The street signs will be presented at the next council meeting to accept in ordinance form.

            Gerry Parker motioned to allow $530 to purchase curb brushes for the street sweeper. Nick Finley seconded the motion. The motion passed.

            A motion to pay all claims by Tom Sarault and second by Nick Finley was approved.

            There being no further business presented to the meeting, on motion duly made, seconded and unanimously carried, the meeting thereupon adjourned.
