                        The Town Council of the Town of Fowler met in the Town Hall, Fowler, Indiana, on the 5th day of March 2007 at the hour of 4:30 P.M., for a regular meeting pursuant to call in accordance with the rules of the Council. The meeting was called to order by Steve Rettig, who presided. On call of the roll the members of the Council were shown to be present or absent as follows:

PRESENT: Patrick Claire, Nicholas Finley, Gerald Parker, Thomas Sarault

and Stephen Rettig.

ABSENT: NONE

Tom Sarault motioned to accept the minutes as reviewed and Nick Finley seconded the motion. The motion passed.

            The bid opening for the 1996 Dodge 3500 Dump Truck with snow plow was as following:

                        Gretencord Nursery                  $5,800.00

                        Fowler NAPA                          $5,556.01

                        Steve Moore                            $3,500.00

Gerry Parker motioned to award the truck to Gretencord Nursery for $5,800.00. Nick Finley seconded the motion. The motion passed.

            Costs of additional banners were presented for the downtown street lights. Pat Claire motioned to purchase summer downtown banners for about $2,400. Tom Sarault seconded the motion. It was agreed to have the clerk treasurer go ahead with the purchase if it was more as they need to be ordered. The clerk treasurer will contact all members with the final cost prior to the next meeting.

            There has been a health and safety complaint on 406 North Washington Avenue. Nick Finley motioned to turn this issue to the Health Department and Building Commissioner, Sally Slavens. Tom Sarault seconded the motion. The motion passed. The clerk treasurer will contact Ms. Slavens.

            Recent heavy snow and rains have created havoc on East Street. Ice chunks blocked the flow. The state has tried to help alleviate the problem. The council was in agreement to have Key Engineering look into the problem and create a plan to resolve the issue.

            Alan Leuck, Sewer Superintendent, would like to have a heated building to house the generators during the winter. The recent bitter cold snap kept the generators unusable until they could be thawed. A power outage emergency would slow response time to the lift stations. The council made no decision.

            The lap top battery is dying in the meter reading device. The water department has been approved to secure an estimate on a new device for reading meters at the earliest convenience.

            Pat Ryan, the town attorney, will secure an ordinance to put into place this year to create staggered terms for the council members. At this time, all the council members and clerk treasurer are up for election in the same year.

            There was a discussion of police issues by the attorney, Pat Ryan.

            A motion to pay the voucher claims by Gerry Parker and second by Pat Claire was approved. A motion to approve the payroll claims by Pat Claire and second by Nick Finley was approved.

            There being no further business presented to the meeting, on motion duly made, seconded and unanimously carried, the meeting thereupon adjourned.
