The Town Council of the Town of Fowler met in the Town Hall, Fowler, Indiana, on the 20th day of October 2008 at the hour of 6:00 P.M., for a regular meeting pursuant to call in accordance with the rules of the Council. The meeting was called to order by Gerry Parker, who presided. On call of the roll the members of the Council were shown to be present or absent as follows:
PRESENT: Linda Brouillette, Carole Hoff, John Berry & Gerald Parker
ABSENT: Thomas Sarault
Carole Hoff motioned to accept the minutes as reviewed and Linda Brouillette seconded the motion. The motion passed.
The Street Department announced that the paving of Grant Avenue will be the last week of October, weather permitting.
Joe Holscher inquired about extending the summer sprinkling credit to his residence for the month of September. He recently installed a sprinkling system and new landscaping. His usage was 65,000 gallons. John Berry motioned to allow the one time sprinkling credit for 2 above his average. Carole Hoff seconded the motion. The motion passed.
Discussion of what is going to happen with the debris from the school demolition was tabled until the Benton Community School Corporation makes a final decision on whether the former elementary school will be purchased or demolished.
Linda Brouillette motioned to allow the Community Development Block Grant fund money to be deposited into the town’s account by electronic fund transfer. John Berry seconded the motion.
An emergency vote prior to the meeting was called for confirmation. Gerry Parker motioned to eliminate replacing the curbs for Grant Avenue at this time. Linda Brouillette seconded the motion. Carole Hoff had the only negative vote. The motion passed. The decision was to delay the construction of the curbs until after the Grant Avenue revitalization was done. This will save approximately $13,000 at this time. A change order to remove this from the contract will be done.
Discussion to again split Rick Rothrock’s position between the other departments was approved by the council to start right away. Rick was instrumental in getting the water mapping done in a timely manner.
It was brought to the attention of the council that the settled estate of a former property owner produced no money to pay the utility bill. John Berry motioned to write off the books $323.61 for account #10011001. Carole Hoff seconded the motion. Linda Brouillette abstained from the vote. The motion passed.
A motion to pay all claims by Linda Brouillette and second by Carole Hoff was approved.
There being no further business presented to the meeting, on motion duly made, seconded and unanimously carried, the meeting thereupon adjourned.
