August 4, 2008 The Town Council of the Town of Fowler met in the Town Hall, Fowler, Indiana, on the 4th day of August 2008 at the hour of 5:45 P.M., for a public hearing followed by the regular meeting pursuant to call in accordance with the rules of the Council. The meeting was called to order by Gerry Parker, who presided. On call of the roll the members of the Council were shown to be present or absent as follows: PRESENT: Linda Brouillette, Carole Hoff, John Berry, Gerald Parker & Thomas Sarault Jud Barce ABSENT: Sally Slavens, Benton County Health Officer PUBLIC HEARING for AJ’s Dining, 10 East Fifth Street Attorney Jud Barce announced that the engineer report has not been received concerning the safety of the building. The public hearing has been tabled until September 2, 2008 at 5:45 pm. REGULAR MEETING Tom Sarault motioned to accept the minutes as reviewed and Carole Hoff seconded the motion. The motion passed. Bob Pilotte, Senior Citizen Director, thanked the board for their generous donation to the Senior Citizens. Mr. Pilotte gave an overview of the Mid-Land Meals program (Meals-On-Wheels). He also said that the center is now up to code according to Fire standards. He welcomed any council member to attend their monthly board meetings on the 1st Wednesday of every month at 1:30 pm. It was noted that the Sewer mapping has been completed. Council Member Hoff advised the council that the sewer department is having problems with a lift station due to large items flushed down the toilet of a local business. The large items are causing the impeller of the pump to stop working which shuts down the lift station. (A lift station is a large pump housed in a building that pumps sewage to a higher elevation so the gravitational flow will lead the raw sewage to the sewer plant. There are 6 lift stations located in various areas of Fowler.) It was noted that if the problem continues, a grinder will have to be installed with the business responsible for the cost. Council Member and Park liaison, John Berry, reported that there will be sufficient life guards available for the pool to be open Aug 16 & 17 and Aug 23 & 24. The council discussed pool opening & closing dates and hours of operation. The council would like to have more input for next year with the dates and hours set prior to the hiring of a pool manager. There have been numerous complaints concerning the pool closing at 7:00 pm. Working parents have little time to spend at the pool due to the pool closing so early. The council also would like to see monthly reports of the daily attendance, profit and loss for both admissions and concessions and any issues or problems occurring at the pool. The council was in agreement that the swimming pool is a great asset and it has to be fully utilized during the summer months. Advertising and longer hours are needed to help promote the pool. The pool is not self supporting and depends partly on tax payer dollar for its operational expenses. Council Member Sarault reminded everyone that if the pool grant is not awarded, the repairs will not get done. President Parker stated that the status of the grant will be known sometime in September. Council Member Hoff inquired about installing a fence around the water tower as requested by Homeland Security. The water superintendent will secure estimates for the next meeting. It was requested to have the police monitor the area around the tower to insure that no one is parking on the town’s property for safety reasons. The Grant Street project is underway and going smoothly. Council Member Hoff forwarded a citizen’s request to have a labor bill for a personal storm drainage project paid. The request died for a lack of a motion. A motion to pay all claims by Tom Sarault and second by John Berry was approved.
