The Town Council of the Town of Fowler met in the Town Hall, Fowler, Indiana, on the 2nd day of June 2008 at the hour of 5:45 P.M., for a public hearing followed by a regular meeting pursuant to call in accordance with the rules of the Council. The meeting was called to order by Linda Brouillette who presided. On call of the roll the members of the Council were shown to be present or absent as follows:
PRESENT: Linda Brouillette, Carole Hoff, John Berry & Thomas Sarault. Gerald Parker attended late.
ABSENT: NONE
The public hearing was called to order. Jud Barce, Sally Slavens and John Budreau were in attendance for the public hearing on Unsafe Buildings. Attorney Jud Barce gave updates on locating owners and settling disputes on liens. It was agreed to continue the public hearing to July 7 at 5:45 pm. The hearing was adjourned.
The regular meeting was called to order.
Tom Sarault motioned to accept the minutes as reviewed and Carole Hoff seconded the motion. The motion passed.
Tish Ringle addressed the council concerning a recent expenditure of Arbor Day that was questioned at the last meeting. Longaberger Basket sent a representative for two days for $1,500. The weaver made 16 baskets; some were given to charity organizations as a donation and the rest were given to committee members. Ms. Ringle also announced that 189 children were present for this fun filled day at the park.
Town Attorney, Todd Sammons, was present to give an update on the Zoning Ordinance and suggestions to improve the current format. He will get information together and present an estimated cost for this project.
Many citizens of Fowler were in attendance to voice their concerns over the storm drainage and recent May 2nd heavy rainfall that caused much flooding in Fowler. Many basements were flooded for the first time ever and one of those basement floors heaved. The council did not have a solution. They all know that it was a large amount of water in a short amount of time. Most recently, the town installed a culvert on 5th Street to drain some of 3rd Street and Michael Schwartz installed a storm line with 6 new drains. There are current plans approved to start a storm drain project on Grant Avenue this month. The town’s engineer will be in attendance this week to discuss the town’s storm drainage problems and what solutions are possible.
Linda Brouillette motioned to approve the Statement of Compliance for Oxford House for their tax abatement. John Berry seconded the motion. The motion was unanimous.
On July 16, 2007, the council approved giving money to the Indiana Historic Landmarks Association for their site and structure inventory program. The $2,500 was not motioned at that time. Linda Brouillette motioned to approve the amount. Tom Sarault seconded the motion. The motion passed unanimously.
The town council previously had put on hold having a town wide clean up due to the rising costs. Citizen concern has caused the council to approve having the clean up this summer. (The clean up has been scheduled for June 28th.)
Discussion on the completion of the mapping has resulted in a deadline date of August 25th. That will give a 90 day time period to complete the mapping of the town’s utilities.
Tom Sarault motioned to give $500 to sponsor the Toys for Tot Golf Outing at the Benton County Country Club. Carole Hoff seconded the motion. The motion passed.
A citizen complained about the trash being left at the vacant elementary school playground and it blowing into their yards. The clerk treasurer has been asked to relay the message to the school corporation to find a remedy for the problem.
A motion to pay all claims by John Berry and second by Gerry Parker was approved. A motion to approve the payroll claims was motioned by John Berry and seconded by Carole Hoff.
There being no further business presented to the meeting, on motion duly made, seconded and unanimously carried, the meeting thereupon adjourned.
